JBCP’s action plan for 2008/2009 identifies five main charters of focus for development including:

1. Accessibility, Availability, and Usability of Screening Services
2. Public Awareness and Health Education
3. Quality Assurance
4. Data and Information for Policy and Decisions
5. Networking for Sustainability: The Grassroots

Each of these charters includes numerous dedicated initiatives that have been recommended for implementation in 2008, and have been prioritized according to their relative impact on increasing early detection and screening.
